So I came up with my treatment (mayo, honey, and coconut oil) but I don't know when to apply it...

I'd suggest after cleansing to ensure it has a clean slate to adhere to. Do not forget to follow up with a moisturizing treatment and not to comb hair or manipulate hair once it is applied.
